How do you know that is the meaning? Is breaking the sea the only possible tampering that can occur? Or is a plain reading that once the envelope is sealed, ALL tampering must be evident otherwise the envelope does not comply (you know, exactly how it reads, plainly)?
It immediately follows a section regarding seeing party affiliation and the entire law is about that specific subject. The goal of the law is clearly to prevent affiliation from being ascertained. Tampering as simple as shining a light can defeat the purpose of the law, which is likely why they included a tampering portion. Your interpretation doesn’t make sense in light of the purpose of the law as well as its plain reading. No pun intended.
