It was a logically incoherent policy. The border policy was a mess, but even the interior policies didn't make sense. Trump presenting a coherent policy was obviously going to poll well, especially his campaign trial policy of border security+mass deportation of the worst of the worst.
Biden tried to play catch up in mid-2024 but didn't publicize the random ICE detentions because the progressive wing of the DNC would have lost their mind.
