If/when he arrives in the USA.... who is there to pick him up? Military, fbi,cia,nsa,homeland,ss or Donald?

Crimes like hacking, spying, fraud, etc that effectively reach into the United States give rise to US criminal charges even if the person has never been on US soil. It is somewhat analogous to the ability to commit a crime in another state without ever physically being in that state, even if the act was not a crime in the state you committed it in.
The US was careful in charging in that they charged him with conspiracy to commit computer hacking, related to the Manning case. Had they charged him with one of the potential crimes that carried a possible death penalty it would open the door for England to deny extradition, death penalty cases are ones England reserves the right to deny extradition.

If I was Trump, I would invite him to the White House, pardon him and Snowden on national TV, and then give him the mic to reveal all he knows with the cameras running.

How quaint that you still believe in law. In the west, law has become little more than a convenient wallpaper for the exercise of authoritarianism. It’s clearer in Europe than here, but just as a baker in Colorado or a clerk in Mississippi.
