Are the powers that be keeping Biden in office until the Durham Report comes out?

I know the common assumption it will be a couple of low level people who take the fall at best, but are they waiting because the forthcoming VP choice might be named in there, assuming it is a legit investigation?

They are using Joe as a sacrificial lamb to push forth all their dream projects and agenda that are big political losers but will put them in power for the future.
