Are the Dim Socialists using the current laws truly rigging and cheating to win elections?

I listened to Cleta Mitchell and Rudy Giuliani on War Room this morning and they both agreed in a technical sense the Democratic Socialists are not truly cheating when they fix/rig elections because what they're doing is currently 100% legal.

Mass mail in ballots and drop box ballots with no verifiable chain of custody is currently legal in many parts of the US. When ballots are mailed to an address with no structure on the property yet ballots are returned to be tabulated with that bogus address .....it's not illegal in many Democratic Socialist controlled cities/precincts. When the Democratic Socialists send out tens of thousands of Democratic Socialist drones across a state or across the nation to ballot harvest the necessary ballots to win an election .....it's not illegal in many Democratic Socialist controlled cities/precincts.
