Not quite.
Biden was interfering in an investigation and obstructing justice.
Trump is furthering an investigation to bring about justice.

I don't think that they really think they can impeach him. I just think they want controversy going into the 2020 election.

The most succinct answer is: This is just another version of their attempt to portray his Presidency as illegitimate because their candidate didn't win in 2016.
You could now add to it that they also recognize that their 2020 candidates are all so weak that they know they have no chance of winning the Presidency back then either.
