This is good and how government should work - federal and states make recommendations or provide data so that cities and counties can make decisions on how to respond.
There is a possibility that Kemp may fight these cities' mandates though.

I dont understand why people push the Governor or President to make wide sweeping mandates. This is what most want. Push decisions down as far as you can. President let the states open when they want, he lets them riot when they want, both with little interference. Kemp strongly suggests mask but doesnt require it.
Savannah mayor thinks it is needed. Thats his decision. I dont like masks, but I wear one, in city limits, out of respect for the mayors decision. I also choose to patronize businesses outside the city.

Probably because states are much larger than cities.

Mask mandates encourage fear, and will slow any economic recovery.
Masks are a physical reminder to “be afraid” and it will shape behavior. Individuals will be less likely to spend, and less likely to vacation, for example.

Hopefully not, but that's irrelevant to my statement.
