Best of 90s Country - Bracket Edition - Cast Your Votes

Spinoff from the other thread, it was decided to compile a bracket to determine the best artist/group of the 90s.
Vote based on their music from the 90s (ie Alabama shouldn't be rewarded by their 80s success and Toby Keith/Trace Adkins/Tim McGraw shouldn't be penalized for "selling out" in the 00s).

Only Garth Brooks was bigger in the 90's...she exploded country into the pop market.

I'm basing it off of quality, not popularity and air time. So, yes, personal taste played a lot into the rankings. A lot of Shania's popularity stemmed from the pop/crossover crowd. If I were to omit the word "country" from the title, she would've been seeded higher.
