Baton Rouge area. A table and 4 chairs. Also, what kind of paint and primer should I go back with?

I would use a wire wheel to knock the existing paint/rust off. Id imagine it would be $$$ to get them sand blasted.

I highly recommend you do this outside in your yard...
walnut shell is organic matter and decompose easily
if you know what you are doing , that 25# bag should be more than enough...
but funny pic though

I have a sand blasting cabinet for smaller stuff but use the sand blasting pressurized tank outside in the driveway or on the grass. I really like seeing the results and comparing to the pre blasting condition. Yoogly to beautiful with just a bit of work and sweating inside the hood and coveralls.
