water pepper smartweed for ducks?

I’ve noticed this growing everywhere on our property. Does it have any forage value for ducks/possibly worth flooding?

Yes. That's one of the best native attractants for ducks.

that's not as preferred as the pink but they will eat it

Swamp Smartweed, Smartweed is a preferred natural vegetation for ducks.

Pennsylvania, does yield higher I believe. And yes, the leaves have quite a bit of capsaicin.
