It's a young water moc. Can be confused with the water snake due to the more prolific bands on its back and its belly coloring.

I am pretty damn sure it is a cotonmouth. What is somewhat odd is the tail. Normally young (and if truly 12" long, that's real young) cottonmouths have bright yellow tails.
