So it is iron sights... Aim high and right. 
I've seen where a dude bent the sights on a mosin nagant to make it shoot straight, but I wouldn't recommend it.

The rear sight moves for elevation.
It looks like there is a pin that can move the front sight post left/right but I can't figure it out.

If you have a vice, put it in there & line your sights to the bullseye, Then move your rear site up to where the holes that you shot. Get it shooting in line before you start with the left to right.
