Is it necessary to have a shotgun with a rifled barrel to shoot slugs?

No, not necessary. It will improve accuracy, but isn't necessary.
If you are going to let her shoot slugs, you might as well let her shoot a small cabiber rifle. That way she can have a scope. Plus a 6mm or 243 will kick a lot less than a shotgun launching a slug.
