Repair help request - Steering cable or steering helm?

Last week I took the boat out and just as I was getting out, I lost steering.
My question is - how do I know if this is the cable or the helm? I have a replacement cable already but when taking it out of the helm I noticed I can only steer starboard and steering port doesn't pull the cable back in.
The teeth on the old cable look fine as well.
Does this indicate the cable is not the issue but the helm is? What are some other troubleshooting things I can do to be sure?

Teeth on the cable will break off before the ones on the helm. Leading me to believe it's most likely the helm.

Could also be a kink in the cable.
I fought this for years on my old boat. Over 25 years I had the cables replaced twice and finally did it myself the third time to save money.
My new boat has hydraulic steering. It's legit.

Yeah I considered hydraulic but I just had a car go out, had to change the trailer axle, and trailer lights (thanks New Orleans).
My wallet needs a break.
Anyway, just took apart the helm... no teeth missing. I'll eat some lunch and reassemble with the new cable and see what's up. It was easy enough to take apart so I should be able to do this in a day.
