Registering Kayak with electric motor in La

I see where it is required by LDWF, but all kayaks I've seen for sale are not displaying a number as well as any youtube videos.
Are LDWF just passive about this, or, are these people just taking a risk?

In Louisiana "you must register any boat with mechanical propulsion if you’re operating it on waters of the state of Louisiana. If the boat is used exclusively on a private pond, then it does not need to be registered."

Legally its required to be registered if you put any sort of motor on it, even just an electric trolling motor

I did it. Wasn't hard. Hobie Outback with Newport 180.
