It's not. They are just areas where there isn't any black and it looks unfinished. Then the white crap between the notches is something else.

No. It looks like the black finish was just chipped off. Hard to tell though.
Actually I was able to chip a bit of it off and expose the black when I very carefully scrapped it with my knife.
