NR Native Waterfowl License: Question for a friend

My buddy is from LA, but goes to school out of state- he does not have a hunting license of any kind... 
Would he qualify for a NR Native License?

If he still has a LA driver's license he could get a resident license, if not, he needs a nonresident license.
For the NR Native license, I think you can only get those from LDWF(not 100%). He needs to show that he was born in LA to qualify.

You can get the native nonresident licenses at a store, just not online. You MUST have a copy of your birth certificate to get one.

I get LA native hunting licenses all the time. Just show your birth cert. Or, if you've been doing it for years like me, just get to know the guy working the sporting goods desk at Wal-Mart. Every fall, I drive in from Texas and stop at the Wal-Mart off Nelson in LC.
