I am pondering purchase of a rifle to use in primitive arms season.
Does any lever action in 35 Whelan or 45 70 qualify as acceptable or is there another alternative.

It has to be a single shot with an exposed hammer. That disqualifies all lever actions.

Lever actions do not qualify.

Look into the H&R Handirifles or the CVA Scouts. 35 Whelen would be my choice over the 45-70. Much better ballistics.

I own both and unless you're an amateur gunsmith who loves to tinker with shite, get the CVA and don't even think twice.
