need opinions on Rodholders on bay boat

I have rod holders on the gunwale midway and near the back of the boat...(not a rolled edge boat)

1.How strong do you think these are?

looking to build a custom boarding ladder and am wondering if a strong aluminum pipe with thick plate aluminum welded on top to mount this ladder to would be supported by that rod holder

It would use either of the 2 black rod holders just forward of the cleats

It's been my experience that it's more stable to board from the transom, just saying. It's difficult to say if one rod holder would handle the stress of people bouncing and jostling on a ladder over an extended time. construction of the ladder would also play into how much leverage was being applied to the rod holder.

ETA: after seeing the pics I wouldn't trust the rod holders, however that's only my opinion.
