Mildew question

I have old glazed windows in a shady patio area. Always had a mild mildew problem that was easily taken care of with a mix of Joe Max, chlorox, and water every couple of years. Now this stuff comes back after a month or so after being cleaned. I think the problem is that my painter painted over it without first cleaning. Any suggestions other than totally removing the glazing and repainting?

I think a coat of Kilz primer before painting will take care of it. That's the rumor anyway.

just repaint it the color of the mildew.
