What does that have to do with extraction? I thought the lugs cammed back as they are turned up to start moving the bolt back, not the handle?

The lugs are straight. This notch is call the primary extraction.
If those two surfaces don’t meet correctly the extraction is being done by the mainspring which over time weakens the spring and wears on the extractor.
