Complicated way to put a hitch bicycle rack on hitch carrier?

Is there a way to sneak a hitch mounted bike carrier into the back of a 2inch receiver cargo carrier?


The last bolt would be the trick because it’s not in the middle of the beam but 2/3s up. But I’d like to remove it and use that hole as the pin hole when inserting the bike rack.
