I can guarantee you that the complete colt upper he bought at a gun show was used( still probably a good deal).
As far as the stripped lower, depending upon what kind he bought along with the parts, they can be had at this price, but they're probably the of thelowest quality.
Who knows, dude may have found some good shite at a show, it's rare, but possible.

I'm just working on affording a pistol right now. And I'll probably spend that money on a kayak and a couple reels

It could have been old as frick and beat to shite with 50000 rounds through it. Who knows. I can assure you though that you can build a
Quality ar for 800. The problem is, like stated in another post, supply and demand. The demand for all these parts are almost as high as they were before Obama was swore in and company's are way behind. The people that have them, or access to them are marking them up considerately.

An AR is honestly the last thing I need. I look at my bar tabs and think "holy frick". Sure sign that I can't afford a 1k+ gun.

Unless you are wanting to build one as a hobby, you would probably not spend much more on a complete rifle.
Companies like cmmg, dpms, rock river,etc all sell great plinking/range/varmint ar's.

Small example, im not big on the hand guard, but the stainless barrel and bolt look solid.

You really just got to figure out which style you want and go from there.

I don't really see myself getting an AR, but if I ever decided for some reason I did, I'd build one.

I'd probably get an AK over an AR. No real reason why, just what I'd rather. If I ever did, I would heavily consider building it, I've looked at parts and kits before.
