i will point out that regardless of the flag of convenience, when a rig becomes actively engaged in oil & gas operations it is subject to USCG regulations, and MMS inspectors have the authority to enforce them.

a specific instance of this is the lifeboat capacity of the rigs -- which is 2 x's the total personnel allowed onboard. this is a USCG regulation.

Thanks to the Jones Act. Cargo shipped between US ports has to be on US flagged vessels, constructed in the US, owned by US citizens and crewed by US citizens.

US shipyards would be out of business, if not for Navy vessels.

I don't think the Deepwater Horizon being constructed in S. Korea and flagged in the Marshalls had anything to do with skirting around safety requirements. Strictly economics.
