I can say this, I worked in Punta Gorda Florida after Hurricane Charley which was a strengthening Category 4 hurricane when it hit shore.
I arrived in Port Charlotte/Punta Gorda 2 days after landfall and there was some very severe wind damage. They had sheriffs/state police/ city police/ and national guard from all over the state in the area. There was no looting or carrying on and the area was without power for about a month. There were police/national guard at every street corner in roving patrols and stopping and shaking down anyone who looked suspiscious.
Florida does a very good job of responding quickly and getting people to ground zero when there are threats to the public interest.
I was very dismayed at La's immediate response to Katrina after seeing what Florida did after Charley. Fl had the police and national guard staged to drive into the effected areas hours after the hurricane.
It took Blanco four days before she sent the State Police and other agencies into New Orleans.

A little FYI, N.O. was under 15-20ft of water for over 2 weeks. HUGE difference from wind damage.
