I thought the Feds were just going to issue and new moratorium. I guess it doesn't matter anyway, since they aren't issuing drilling permits.

I think the easier path for the Kremlin is to either slow-walk permits or deny based on any plausible reason. Plus, this removes the marine transportation and ancillary services from the fight - no standing.
