I'm not in the NCAA's pocket like rt but it's pretty clear to me that southern miss interfered with him catching the kick. Firstly, Southern Miss kicked the ball in the first place. If they had kicked it right the guy would've been able to catch it. Obvious call

If I understand the rule correctly... it's a huge (and IMHO wrong) technicality
The USM player needed to let the ball hit the ground first before trying to recover it
