It can be as simple as a reactionary reflex of lifting your hands to protect your body as the LEO is aggressively touching you. It is often times a subjective decision by the LEO based on their mood at the time of the interaction. Therefore, obey what they say to you, even if you think they are in the wrong. And get an attorney to handle it later. Don't argue and don't resist. SFP has said yet many times, it's always easier to handle it after you get to the station.
