They don't pay for them up front or anything. You are billed for them as they sell and the lottery audits the shite out of it. Profit is .05 per ticket and that's before they charge you a gateway fee for their equipment. You have to sell 400 tickets per week just to break even on that fee and that's not counting other misc cost like counter space lost and such. I turned the lottery down in my gas station because it was more trouble than it was worth IMO.
