The lights are horrible but they were part of some test run to limit the amount of electricity used. A huge discount was granted to buy the lights because it was one of a few pilot programs. Obviously the lights suck but they have been up for years and I don't see them going anywhere anytime soon.

So they use less electricity and last longer than LEDs?

Not likely but they were put up long ago.

They are still being put up in place of the old style bulb ones. Drives me nuts

That is idiotic! I did not realize that. Perhaps they have large numbers in storage.

This makes no sense. Think they are the same exact lights underneath with the lens over the top.
