I think he was just trying to use an extra word to make himself seem more academic and he misused “arguably” in that attempt.

Why come in with an arguing stance? It may be Baton Rouge station. I don't know. Try it? Like? Delete? I tried my local. I like the radar in the fact that they add watches and warnings in the radar with the "cones", but know the forecast they give is way off and doesn't match newscasts. I like the radar interaction. All apps have good and bad. Just try it and see. If it helps, keep it. If not, find another.
