I can't believe the thing would heat if the fan is not running...but that may be so.

Need to take it apart and see if the belt is actually turning the blower.
The dryer is have is apparently notorious for throwing the belt and doing what you described.

Just went and tried it again.
Barely any air coming out. It runs. So maybe there is a clog inside the drier. I've just not been able to find it

Check your hose and vent in wall. It's not getting out. Probably clogged

Those plastic blower wheels have a divot that wears smooth over time and the axle no longer turns it. If it's the blower wheel you'll need to swap it out. Very cheap.
