If they actually ticketed people driving in the left lane without passing, this wouldn't be a big issue anymore.
Thank God we are putting all of our resources into checking inspection stickers though.

I-12 is the worst for drivers to lolly gag in the fast lane.

I have a genuine hate for people who cause 5 mile backups because they can't drive in a straight line.
