What the frick? The whole project wasn't bid as a complete task? And what exactly is a contractor supposed to do in the meantime while these crooks try to scrounge up the money they should have already had in place? Bidding a job piecemeal like that is a red flag.

Who's to say that the price of material used in the original bid hasn't doubled by the time the work starts up again? Same thing with labor. And I guarantee the contractor with the lowest price who was awarded the job did not anticipate that, or else they wouldn't have had the lowest bid.
Or maybe they did, and are using skeleton crews working straight time only as an answer, to make up for the projected loss in profit. The more I think about it, this is probably the most likely scenario and is why it took three years to complete phase one. And phase one looks like not even 25% of the work to be done.
This is why it takes 4 times the amount of time to get roadwork done here as opposed to other states.
