Basically. Steal a car to ride around and commit further crimes. Instead of trying to escape on foot if found they now are able to escape in a vehicle. In N.O. the police dept. isn't allowed to engage in vehicle chases. It's a crime multiplier to a pretty decent factor. They also get the thrills of joy riding, smoking weed in car, mobile shooting platform, and a spot to fk da hoes in.

So it's almost literally like the game gta.

The mayor/da allow this shite so they get reelected. One hand washes the other. Does this mean that over 50% of Nola voters are thugs?
