As I understand it, the original M142 HIMARS and M270 MLRS were designed to fire unguided rockets. The guided rockets were introduced in 2005. They were probably referred to as “rockets” because the guided and unguided versions were fired from the same launcher.

They’re similar but have different terms. For instance the equivalent of a rocket pod is called a missile toe.
