Hawaii -- 3rd grade we were swimmimg in the ocean and taking surfboards well offshore by fourth or fifth grade. A couple of times we paddled out to an island offshore. But, everyone was a good swimmer.
First day of Kindergarten, you had to take a swim test. If you failed, swim lessons. If you passed, advanced swim lessons LOL.
