Sometimes it depends on the kid and what type of area you live in.
We choose to live in an remote area so that our little ones could enjoy nature and have few people around so we dont have much to worry about with strangers.
The 7 yr old runs freely within as long as he stays within whistling distance.
I would never do that in the city or a suburban area.

Probably about 6-7 after we drilled into her head about crossing the street. We live on the main Blvd of a fairly large neighborhood.
