Recon aircraft can find a small sized wind sample of 120 mph at 1500 meters agl and that’s what they go with. It’s not like you have a 20 mile radii of 140 mph winds. Hurricane force winds x>74 mph only went out up to 40 miles from the center. It’s a bit misleading how the NHC labels the strength of the storm.
