Vital records question

Wife (no pics) just sent me this link. We just had a miscarriage, so she was on a baby site.
Anyways, if you could educate me in relation to the link below. After 20 weeks a miscarriage is considered a still birth. But what is defined as life in this situation of issuing a death certificate for miscarriage after 9 weeks? I understand that pregnancy is a living growing baby from the beginning, but if a still born isn't alive at a time of birth how does this work?

Like the others say, I am very sorry to hear of you and your wife's loss...be patient with her, as this will take a while to get over for both of you.
I don't want to be insensitive, but since you asked, what you are seeing there is basically an extension of the pro choice and pro life battle.
