It would have never happened had she followed the rules and left her dog on a leash.
For all we know, dude is afraid of dogs. I know in today’s world it’s damn near an abomination to not be a dog person but there are people that don’t like dogs. I’m also one of those people and hate when dog owners don’t have them on a leash.

As do I, there are idiots who do this in the neighborhood all the time. However, I have the wherewithal to realize that filming someone would only escalate the situation.

It's nonsensical to say he wasn't aware that filming her would make the problem worse, he knew this.
