Is it in a big city or is it in the middle of nowhere? The only legitimate reason it would remain unsold at that price is if it's in the middle of nowhere.
Have you seen it in person yet? I've bought a few cars based off of just pictures and been disappointed.

damn, a 5 year old 4 runner with 100k+ is still worth $25k? how much are they new?

Middle of nowhere. Someone got there before me. Finding one below $20k is almost impossible. Went to several dealerships and they won't negotiate at all. $25k is the best I've found so far.

Get a power of attorney from the seller as it relates to that particular vehicle. Send that form in with the payoff, and a letter stating you want the title mailed to you. The POA will allow you to handle the transaction without the seller bring present.
