I believe it. Wilmington is an off-set of Philadelphia and has none of the relatively-decent parts of Philadelphia

Correct. City population is worthless data. Columbus, for example, has annexed every piece of land it can manage to get its hands on and the city population is now at #14. Jacksonville too at #12- which implies that both cities are larger than San Francisco, Washington and Atlanta.
When you look at MSA you get a much better idea for how big an area is: (mentioned cities) #6 Washington, #9 Atlanta, #12 San Francisco.... #32 Columbus, #39 Jacksonville

It's even weirder in border cities like Cinn (or Louisville, Kansas City, etc) where a decent chunk of the residents live across a state line.
