Why don't they ban people on an individual basis since they test individuals? Banning am entire country seems absurd

Some of them obviously didn't need anything to win, so some of them probably didn't take the chance. This chick had already set 28 records and was still the top contender. She didn't need to risk becoming Lance Armstrong
