They are at maximum f'ed level. I remember reading a story where there was just a field of decapitated bodies and huge swarms of buzzards eating their fill. Someone just walked up on it.

No, it appears they ran out of room at morgues and put dead bodies in the refrigerated truck to store them, then the truck was left somewhere.
