When you sign on the line for a credit transaction, you are entering into an agreement to pay a debt. You never entered into an agreement with the city to pay said debt. Debt collector can frick off. I've been there with these people before.
Got a phone call from a collector for a camera ticket. I politely asked if they had a signature of mine entering into a contract with the city to repay "said debt". They then said "have a nice day" and never contacted me again.
