In the days before SWAT teams existed, the good citizens of Austin grabbed their firearms, traveled to the UT campus, and returned fire. Whitman was pinned down by accurate gunfire from random civilians until the police could ascend the tower and take him out.

Ballistics analysis after the fact showed that some of the incoming keeping him pinned down came from as far away as fraternity row, a couple of blocks off campus.
The Austin police chief knew he needed to pick up the wounded on the UT mall in open view of the tower, so he commandeered Brinks trucks to drive in and get them while Whitman was still firing. At that time, there was no approach to the Tower that Whitman couldn't cover.
Two guys broke through the door to the roof and took him out, one would go on to be a Texas Ranger.

Actually saw the movie with Kurt Russel before I knew anything about the real incident.
