Some people have no awareness of their surroundings or those in close proximity. They just live in their own little bubble where there actions and behavior have no implications or consequences for others.
I can never study anywhere but at home. At least there, I know the only distraction I have to concern myself with is the temptation to dick around on TigerDroppings or look up porn.

Exactly. I had a class once that was in the evening after the on-campus daycare was closed. I asked the teacher if she would allow me to bring my son (age 3) and that I would immediately leave the class if he ever was a disruption. She agreed and my son sat there quietly reading, coloring and doing his puzzles. He was never a problem. I would have never allowed that to happen.
The mom in OP's post is a inconsiderate arse. She and her spawn do not have the right to disrupt other people's right to study in peace. A decent mother should know how to keep her child happily occupied and how to respect other people.

There is literally nothing worse than people who don't do anything if their kid starts to cause a scene.
at least act like you care. Some family I was on a plane with to NOLA 4-5 months ago handed out earplugs to everyone on the flight because they had a super young kid and it was it's first time flying. Like yeah, it sucks, but thank you for being decent enough to make an effort.
