It's a movement gaining traction that has legitimate science behind it. Because of puberty and adolescent development, teens release melatonin later at night. Hence the tendency for later bedtimes. A few studies have been done in smaller districts that have shown improvement in test scores, reduction in teen car accidents (especially in the AM), and improvement in attendance.

Your biggest hurdle to it though will be parents have multiple latch key kids and depend on the older ones to watch the younger ones until they get home.

That is why they should extend the school year and shorten the school days. It will also get rid of the other hurdle, which is after school sports.

Another consequence of forced busing. Make students go to school at oddball hours and then scratch your head why they don't excell.
