Was this really an actual student or just essentially a juvenile daycare attendee or Fed Funding Enrollment/Attendance Statistic?
Wanna know why they will not get rid of these types from the system? Follow the money! Attendance based funding means taking money out of the pockets of the daycare workers ("teachers")if the refuse is taken to the curb.
